Summary: The Centers for Medicare & Medicaid Services (CMS) approved Vermont's Medicaid section 1115 demonstration proposal entitled "The Vermont Health Access Plan (VHAP)" on July 28, 1995. Originally, the program provided health care coverage to uninsured adults up to 150 percent of the Federal Poverty Level (FPL). Children had already been covered up to 225 percent FPL since 1992 through the State plan. Through numerous amendments to the demonstration, coverage has now been extended to 300 percent FPL for children and up to 185 percent FPL for parents and caretakers of Medicaid-eligible children.
